    `National Telecommunications Commission (NaTCom)

    The newly established National Telecommunications Commission (NaTCom), pursuant to the enactment of the Telecommunications Act of 2006, hereby announces the following staff vacancies to be filled by competent and qualified female and male Sierra Leoneans:

    1. Executive Secretary (ES)
    Reporting directly to the Chairman and Commissioner of NatCom, the ES shall serve as the administrative head of the Commission’s secretariat. Candidates should have excellent managerial, organizational, interpersonal and reporting skills with in-depth knowledge and experience in managing telecommunications and/or ICT entities or related fields. Possessing a postgraduate qualification in business management, telecommunications systems management, public administration or a related discipline will be required. Suitable candidates, aged not below 40 years, with a minimum of 5-10 years relevant experience are invited to apply. Salary is competitive and commensurate with experience.

    2. Director of Engineering and Technological Services
    This position involves development of the future strategy of the engineering and technological content of the Commission so as to successfully implement the institution’s mandate. Candidates are expected to possess extensive experience through similar duties up to Senior Engineer Level in a telecommunications or similar organization. Candidates must have a good university degree in Electrical, Electronics, Telecommunications or Radio Engineering and must possess strong knowledge of the ICT industry. Holders of a postgraduate academic and/or professional engineering qualification in the fields stated above are encouraged to apply. A strong bias in Spectrum Management with proven skills and ability, and knowledge of the Notification Procedures of the Radio-Communications Bureau of the International Telecommunications Union (ITU) would be an advantage. At least ten years of post qualification working experience in Electrical, Telecommunications, Electronics and/or Radio Frequency Engineering is required. Salary is competitive and commensurate with experience.

    3. Director of Consumer and Industry Affairs
    This position entails fostering sector compliance at the broadest scale of the Commission’s regulatory mandate; to ensure that the general interests of the public, investors and service providers are equally protected, especially against unfair and anti-competitive practices. The Director will participate in the processing of applications for licenses by all sector participants as well as evaluating and analyzing market competition and prevailing pricing of communications services provided for the general public. The candidate should be a highly motivated professional with a postgraduate degree in one of the following: Business Administration, Public Administration, Information Technology, Economics or related disciplines, and highly conversant and familiar with ICT policies and technologies and must be able to demonstrate substantial background in the field of telecommunications regulation. Excellent drafting, research, interpersonal and verbal communication skills are highly desirable. Salary is competitive and commensurate with experience.

    4. Director of Finance
    The prospective candidate will be required to plan, organize and manage the provisioning of the accounting and financial requirements of the Commission to meet its operational and strategic requirements and thus enhance its overall financial and corporate resources. Applicants must be a qualified professional accountant with ACCA, ACA, ICASL, CIMA, CPA or other recognized professional accounting qualification. Holders of a degree plus a recognized accounting qualification with several years of experience in the field may also apply. Knowledge of the use of computerized accounting applications and general ICT will be desirable. Experience in the Telecommunications sector will be an advantage. Salary is competitive and commensurate with experience.

    5. Director of Legal Affairs
    This position requires the services of a highly motivated and qualified barrister with a strong legal advisory and/or litigation background in Sierra Leone (up to the superior courts of judicature). Candidates with a good Law degree and postgraduate qualifications, combined with extensive successful legal practice are invited to apply. Candidates must possess excellent interpersonal, organizational and drafting skills. Salary is competitive and commensurate with experience.

    6. Senior Electrical/Electronic/Telecommunications Specialist
    Assisting the Director of Engineering and Technological Services and working with a team of Specialists to implement the activities related to Spectrum Management and control, the candidate must possess a degree in Electrical/Electronic or Telecommunications Engineering with at least five years post graduate work experience in Radio Frequency Engineering in either a broadcasting or telecommunications engineering environment. Candidates are expected to be self-starters with strong managerial, interpersonal and organizational skills. Salaries are competitive and commensurate with experience

    7. Telecommunications Specialist (Two positions)
    Assisting the Senior Engineer and Director of Engineering and Technological Services in the Management and Control of the Frequency Spectrum., prospective candidates must possess a university degree or diploma in a relevant engineering specialization (IT, Computing, Telecommunication Engineering, Electrical Engineering). A professional engineering qualification would be an advantage. Candidates must be highly motivated individuals with strong interpersonal skills, goal orientated with the ability to work under pressure to tight deadlines. Salaries are competitive and commensurate with experience.
