I am pretty sure there is not at present - if you mean having the servers physically located in SL. Only the few big ISP's would be geared up for doing this anyway (Afcom, IPTEL and Limeline). The trouble with having the servers in country is that the bandwidth to the internet is not there. When they commission the fibre (which we hope is imminent), that should change.

Yes, was Dave said. Technically it's possible but practically, not and there is no company that I am aware of that offers this service based in Sierra Leone. In addition to the bandwidth issue mentioned by Dave, security would be another major concern for me.
